In his past role as a U.S. Representative, a chief judge of the U.S. Court of Appeals for the District of Columbia courts, and counsel for the White House under President Clinton, the Honorable Abner Mikva has expanded the definition of public service. Now retired, Mikva still enjoys assessing the problems and challenges we face in our democratic government. Today he is a visiting professor at the University of Chicago School of Law. Yet he joins City Club this week as the seventeenth occupant of the Wayne Morse Chair of Law and Politics at the University of Oregon. A key challenge for Oregonians today is the effective use and managment of our state's initiative system. In November 1996, Oregonians voted on 23 state ballot measures. Over 50 measures have already been filed for the November 1998 election. Organizations including the City Club have raised questions and proposed reforms of Oreogn's initiative process. This Friday, Mikva will present his ideas on the initiative and referendum in Oregon."
